Specialist / Journeyman / Master Plumber Licensing & Exam Prep
This page outlines the requirements and abilities of Heating System Specialist, Journeyman, and Master Plumbers. Plumber license applicants are required to pass theoretical and practical exams. Once the license is obtained, licensees must complete 8 hours of continuing education prior to each license renewal.

Specialty License: (P2) Heating System Specialist
A Heating System Specialist is licensed to perform installations, replacements, and repairs of residential, industrial, or commercial hydronic space heating systems, including radiant, solar, and other types of hydronic system design. Any work on steam systems shall be limited to steam systems with operating pressure not to exceed 15 PSIG.

Journeyman Plumber
A Journeyman Plumber is licensed to install plumbing and water treatment or heating specialties under the direction of a Master Plumber. A Journeyman Plumber may supervise an apprentice employed by a Master Plumber and under the Master Plumber's direction.

Master Plumber
A Master Plumber as a business, installs plumbing systems, hires or employs a person or persons to do plumbing work, or supervises journey plumbers, or apprentice plumbers in completion of their work. Licensed master plumbers may perform all aspects of the trade under a specialist license without being required to obtain a specialist license.
What are the requirements to getting a license?
Heating System Specialist- Pass the Plumbing Theory and Plumber Practical exams
- Must also include proof of one of the following:
- Required to be a registered apprentice with Vermont State Apprenticeship Council AND Documentation of 2,000 hours of experience covered by a completion certificate from the Vermont Department of Labor. OR
- Be currently licensed outside the state for 1 year equal to a Vermont Journeyman.
Journeyman Plumber- Pass the Plumbing Theory and Plumber Practical exams
- Applicants must also:
- Certificate of Completion provided by the Vermont State Apprenticeship Council
OR - Certified statement of licensure or completed apprenticeship from another state acceptable to the board
OR - Any person who documents successful completion of 4,000 of on-the-job training hours documented by affidavits from a P1 or P2 licensed Specialist or licensed Master Plumber; as well as formal instruction greater than or equal to 144 hours (1 year of school).
Master Plumber- Pass the Plumbing Theory and Plumber Practical exams
- Applicants must also:
- Be licensed as a Vermont Journeyman for at least 12 months
OR - Be currently licensed outside the state for 1 year equal to a Vermont Journeyman
OR - Complete instruction, training and experience in or out of the state acceptable to the board (to include at least 14,000 hours)
- Be licensed as a Vermont Journeyman for at least 12 months
How do I obtain a license?
To apply for your license, contact the Vermont Division of Fire Safety at 801-530-6628 or visit their website.
8 hours of continuing education is required each licensing period prior to renewal. Vermont has no reciprocity agreements.

How do I pass the exam?
The Vermont exams are open book. The references below are permitted to be tabbed, highlighted, and used during your test! Unfortunately, our online course is NOT permitted to be accessed during the State exam.
