A Home Improvement Contractor provides repairs or improvements to dwellings, townhouses, and accessory structures. This license does not include new construction functions beyond the existing building structure other than decks, patios, driveways, and utility out buildings that do not require a permit per the USBC.
To apply for your license, contact the Virginia DPOR at 804-367-8511 or visit Contractor's Board Website.
As of this time, there is no continuing education for contractor's licenses (though there is for the trades). Also, Virginia does not have any reciprocity agreements.
