How do I complete my seller / server training in Pennsylvania?
In Pennsylvania, there are several requirements that must be met before a RAMP certification issued. The first step is for at least one owner or PLCB-approved manager to complete seller / server training. You must complete this training at least every two years.

Who is required to complete seller / server training?
Training requirements
- All personnel who are hired or transferred into an alcohol service position on or after Aug 8, 2016 are required to complete seller / server training
- Newly hired personnel who have already received training must be retrained before their current training expires
- All cashiers selling wine at an establishment with an expanded permit must be seller / server trained
- If a licensee obtains an off-premises catering permit, every employee whose responsibility at the catered event is to sell / serve alcohol or check IDs must complete seller / server training within the 2 years before the event
What are the requirements for a RAMP certification?
Act 141 of 2000 established the Responsible Alcohol Management Program (RAMP), a voluntary certification consisting of four main requirements - (1) Owner/Manager Training; (2) Server/Seller Training; (3) New Employee Orientation; (4) Signage. Upon successful completion of these requirements, establishments can apply for their RAMP Certification though the Pennsylvania Liquor Control Board.
The Owner/Manager Training focuses on those primarily in charge of dictating the everyday operations and regulations of the licensed establishment: the owner and manager. It delves into various subjects, including the formulation of house policies and procedures applicable to both the staff and the public, in addition to aspects covered in Server/Seller training
- Training must be completed by at least one owner or PLCB-approved manager.
- The first time you take this training must be in a classroom setting. Future trainings may be taken in an online format.
- Newly approved managers of certain license types are required to complete this training within 180 days of becoming a manager.
2. Server / Seller Training
This training is designed for anyone who serves or sells alcoholic beverages or checks IDs. The primary topics covered include how to detect fake IDs, identify signs of intoxication, and responsibly manage customers.
- At least 50% of the alcohol service staff must receive this type of training before a RAMP certification is issued. You must stay over 50% to maintain your certification.
- Must pass the exam at the end of the course with a score of at least 80%.
3. New Employee Orientation
Current and new employees must receive an orientation within 30 days of hire. Each employee must complete and sign the orientation form.
- Owners, managers, security personnel who serve alcohol or check IDs must also complete the form.
- The establishment must maintain record of the forms of their alcohol service staff.
4. Signage
Signage must be posted in the establishment relating to responsible alcohol service.
- A minimum of 2 signs regarding acceptable forms of ID and the duty to refuse service to minors and visibly intoxicated people.
- Must be posted in places that can be easily seen by patrons.
