  • Residential Plumbing Inspector

    Also known as the One-and-Two Family Dwelling Plumbing Inspector, the Residential Plumbing Inspectors may: inspect plumbing work regulated by the Oregon Residential Specialty Code (including the Low-Rise Residential Dwelling Code), inspect work on manufactured dwellings, manufactured structure accessory buildings, and structures under the Oregon Manufactured Dwelling Installation Specialty Code, OAR chapter 918, division 500, the Manufactured Home Construction and Safety Standards 24 CFR 3280 and 3282, and inspect any portion of a solar water heating system installation up to 180 gallons of storage tank capacity.

  • Plumbing Specialty Code Inspector

    Certified Oregon Plumbing Specialty Code Inspectors may perform the following: inspect plumbing installations regulated by the Oregon Plumbing Specialty Code, inspect plumbing installations regulated by the Oregon Residential Specialty Code, conduct plumbing plan reviews as provided in OAR 918-780-0040, and inspect any portion of a solar water heating system installation up to 180 gallons of storage tank capacity.

What are the requirements to getting a certification?

The Residential Plumbing Inspector Certification can be obtained through either division examination or division training:


  • Division Examination
  • Division Training
    • Pay applicable fees for course enrollment and exam
    • Complete the Residential Plumbing Inspector (CAP) course
    • Pass the State Certification Exam: Residential Plumbing Inspector (CAP) certification exam

    Experience Requirements


  • To qualify for this certification, a person must have one of the following:
    • Be an Oregon journey-level plumber
    • A certificate of completion from an apprenticeship program meeting the equivalency requirements of OAR 918-695-0030, plus two years experience as a licensed journey-level plumber
    • Be a licensed journey-level plumber and have four years experienced as a licensed journey-level plumber
    • Have six years experience as a residential or commercial plumbing inspector possessing a nationally recognized certification or its equivalent
    • Complete the division's board-approved, residential plumbing inspector practicum
    • Successfully pass the division's certification examination

    The Plumbing Specialty Code Inspector Certification can be obtained through division examination:


  • Division Examination
  • Experience Requirements


  • To qualify for this certification, a person must have one of the following:
    • Oregon Journey-Level Experience:
      • Four years of employment and experience as a licensed Oregon jouney-level plumber; or
      • Two years of employment and experience as a licensed Oregon journey-level plumber, plus successful completion of the division's board-approved practicum. The practicum consists of a qualification examination.
    • Out-of-State Journey-Level Experience:
      • A certificate of completion from an apprenticeship program meeting the equivalency requirements of OAR 918-695-0030, plus four years experience as a journey-level electrician working on commercial, industrial, or multifamily structures; or
      • Be a licensed journey-level plumber, plus eight years experience as a licensed journey-level plumber working on commercial, industrial, or multifamily structures, plus successful completion of the division's board approved commercial plumbing inspector practicum. The practicum consists of a qualification examination.
    • Out-of-State Inspection Experience
      • Ten years work experience in the inspection of plumbing installations of which at least five years is of commercial, industrial, or multifamily structures as a certified inspector possessing a nationally recognized certification or its equivalent; or
      • Eight years work experience in the inspection of plumbing installations which at least four years is of commercial, industrial, or multifamily structures as a certified inspector possessing a nationally recognized certification or its equivalent, plus successful completion of the division's board-approved commercial plumbing inspector practicum. The practicum consists of a qualification examination.
    • Engineering Experience
      • A degree in mechanical engineering, plus two years experience in plumbing design, installation, or inspection; or
      • Be a certified professional mechanical engineer

    How do I obtain a certification?

    To apply for your Residential Plumbing Inspector and Plumbing Specialty Code Inspector certification, contact the Oregon Department of Consumer and Business Services at 503-387-7974 or visit their website.

    Certified code enforcement officers in Oregon are required to complete code change courses and high-priority training when needed. The division may determine that a code change course is not required if a given code was not significantly changed or the division otherwise determined a code change course is unnecessary. Licenses are to be renewed every three years (2023, 2026, 2029, etc.).
