The state of Virginia allows for several different designations of contractors that typically fall into two main categories: residential and commercial. Any contractor interested in performing building, repair, or improvement projects of $1,000 or more for a single contract will have to obtain a license to operate legally in the state.

In order to obtain a license, which is issued by the Department of Professional and Occupational Regulation (DPOR), you must meet specific requirements, and in some cases, you may need more than one license.

What Is a Commercial Improvement Contractor?

A Commercial Improvement Contractor (CIC) license is needed to repair or improve commercial, industrial, or government structures. It specifically applies to nonresidential property and multifamily property, as defined by the Virginia Statewide Building Code, and it prohibits working on structures defined as dwellings and townhouses. 

This license does not allow for the construction of new or accessory buildings, and it doesn’t cover activities like electrical, gas, HVAC, or plumbing.

Requirements to Obtain a CIC License

Before you can obtain a CIC license, you must first get a general contractor license. There are three types to consider: Class A, B, and C

These licenses allow professionals to perform or manage tasks related to construction, removal, repair, or improvements, specifically to residential properties. This could include homes, townhouses, and accessory structures, but it does not cover new construction.

Class A, B, and C

Class A contractors may accept a project valued at $120,000 or more for a single contract or projects totaling $750,000 or more within a 12-month period. 

Class B contractors may accept a project of $10,000–$120,000 for a single contract or projects totaling $150,000–$750,000 within a 12-month period.

Class C contractors may accept a project valued between $1,000 and $10,000 for a single contract or projects totaling under $150,000 within a 12-month period. 

Once you have a Class A, B, or C license and you have obtained pre-approval from the DPOR, the next step is to pass the Commercial Improvement Contractor Exam.

Commercial Improvement Contractor Exam

This exam covers a range of topics, including:

  • Drywall and concrete
  • General code requirements
  • Masonry
  • Roofing and exterior siding
  • Rough carpentry and metal framing
  • Safety
  • Windows and doors

This open-book exam is a timed test of 120 minutes and consists of 50 questions. You must answer 35 correctly to pass. Because the CIC license is for commercial purposes, applicants with a Class A or B license will be required to pass the Virginia and General portions of testing. Class A applicants must also pass the Advanced portion.

When you have passed all required testing, you can complete the application process and pay associated fees to obtain your CIC license.
